  REGION. WITH THE GROUND EITHER FROZEN OR SATURATED, EXCESSIVE
  RUNOFF WILL OCCUR. EXPECT MINOR FLOODING ACROSS THOSE LOW LYING
  AND POOR DRAINAGE AREAS THAT TYPICALLY EXPERIENCE FLOODING. SMALL
  RUNS AND CREEKS COULD ALSO FILL UP QUICKLY AND OVERFLOW. ROADS MAY
  BECOME IMPASSABLE FOR A SHORT TIME UNTIL WATERS RECEDE.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. MOVE TO HIGHER GROUND.
